Dear Biletnikoff Supporters,
On behalf of our foundation, I would sincerely appreciate your assistance in helping our cause. The Biletnikoff
Foundation is a non-profit organization dedicated to supporting youth, primarily from low to moderate income
neighborhoods or backgrounds whom are “at risk” particularly to the realities of drug and alcohol addiction as well
as domestic and gender violence.
The mission of our foundation is to commemorate Tracey Biletnikoff who was brutally murdered in 1999 at a very
young age. Tracey after recovering from drug and alcohol abuse through programs like those supported by the
Biletnikoff Foundation dedicated her life to helping “at risk” youth avoid or recover from similar experiences.
Since establishing our foundation, we have focused the majority (approximately 80%) of our resources, volunteers
etc. to supporting programs targeting “at risk” youths predominately from low to moderate income neighborhoods.
However, we believe that youths of all ages and backgrounds are susceptible to various addictions and violence.
Therefore, our goal is to reach out to as many youths as possible so that we may help them avoid or recover from
violence, drugs and alcohol, which are crippling the youth of this country.
We believe one of our most successful accomplishments was to establish Tracey’s Place of Hope in conjunction
with the Women’s Recovery Association. Tracey’s Place of Hope is a six-bedroom house for adolescent girls ages
14 -17 ½ that opened in January of 2000. There is 24- hour supervision with scheduled activities and group session
on site and at the Counseling Center; girls attend school as well as receiving on site tutoring. The program is
targeted at girls who are low- income, homeless or at risk of homelessness,
With a history of substance abuse related problems as well as other mental health issues.
In addition to providing the resources that purchased Tracey’s Place of Hope site, the foundation has continued to
provide ongoing services to include furniture, remodeling donations that provide for food, services, computers,
bikes, barbecue, ping pong table, basket ball hoop, clothing and holiday gifts, trees, Christmas decorating
committees, thanksgiving dinners for the children and theirs families, Flowers and cards, Spa days, a day out to
lunch with Angela and Dacia, attending the San Francisco Ballet and attending many Oakland Raider Football games
in addition they all received tee-shirts, hats, sweatshirts, coats and have met with many of the players, coaches and
staff.
With your help our next important task will be the establishment of a Tracey’s Place of Hope in Placer County. We
recently met with Senator Cox for guidance and he was very positive in addition have received strong interest from
Woman Recovery Association .The foundation is working with other organization’s who have communicated an
interest in helping to acquire a property site, etc. We would like your help in pursuing the necessary permits while
stimulating the partnership with Women’s Recovery Association. Wells Fargo is a strong supporter and has
contributed 25.000 to Tracey’s Place of Hope. California Window Covering has contributed couches, tables, lamps,
chairs and more to Tracey’s Place of Hope.
By establishing a second Tracey’s Place of Hope in Placer County, we will be able to reach out to more youth and
help others in their community who are in need of such services. Once completed, Tracey’s place will help young
women in our community turn their lives’ around by providing a highly therapeutic, license-supervised environment
for girls ranging in age from 14 to 18. The population targeted will be girls, primarily from low to moderate income
families, or private pay for those whose income is high, (just like we provided for Tracey), who requires close
supervision with dual diagnosis, with an emphasis on drug and alcohol rehabilitation. As an initial level 12 we will be
seeking to provide many services to include:
- Weekly group counseling
- Weekly individual counseling with a licensed therapist
- Weekly parent counseling
- Weekly AA Meetings
- Weekly NA meeting
- Trips to the doctors for proper medication for dual diagnosis children
- Provide a van to drop off and pick up from school
Here are some of the targets we need to acquire
- A home that will hold six beds
- Six bedroom sets
- A van that will hold eight to take the children back and forth to school
- 500.000, start up money
- An Office space for administration

Along with Wells Fargo Mark Webster and Rick Cwynar have already have committed to us and we are in the right
direction with there generous donation of $25.000. In 2006. We want to recognize Well’s Fargo for committing to us
again in 2007 with additional $25.000. Thank you this is a very strong start. Thank for sharing the vision with the
Biletnikoff Foundation.
We are doing everything in our power to generate hope and enthusiasm for a new Tracey’s Place of Hope. We
believe that this would be a “one of a kind” place in Placer County. Some people may believe that Placer County is
immune to drug and alcohol problems because of the wealth in our community. However, we believe that there are
many low to moderate income neighborhoods with youth that are being exposed to the serious plague impacting our
society. With your help and support, we will be able to keep Tracey’s Dream alive and reach out to the youth of our
community who might be suffering from this terrible tragedy that can be avoided with a little help and guidance.
Again, we appreciate your support for our cause and value your commitment to the community and the Biletnikoff
Foundation. If you have any questions or are in need of addition information, please do not hesitate to contact myself
at 925-556-2525.
Sincerely,
Fred Biletnikoff
